Event Horizon - Phreaks Vs Norms, who will win?

A nuclear holocaust wiped out most of the world, leaving it in an almost permanent state of nuclear winter.
A city rises up out of the ashes like a Phoenix, the only one of it's kind in the whole world; a city known as Event Horizon.
Formed by families of survivors, it has evolved into a marvel of the new world, providing gainful employment, medical facilities and methane-powered light and heat. Clockwork wonders and steam-powered machines abound as Horizon's trade economy flourishes and an endless supply of clean, fresh water provides a beacon of hope to the last vestiges of humanity.
Horizon is the only place where so many humans gather and live together, working side by side to create a better way of life.
But all is not what it seems...
The radiation scorched the skies to an everlasting twilight and sickened the land almost beyond repair. It blighted the weather and plagued the earth with acid rain, and constantly falling ash. It also encouraged strange genetic anomalies to come into being, creating vicious plantlife, violent predators and, worst of all, it transmogrified the very DNA of the human race to cause strange and terrifying mutations.
As is the way with the human race, those without powers both feared and envied the small percentage who possessed wondrous abilities.
The Phreaks, as those with abilities came to be known, found themselves persecuted and banished from settlements and underground bunkers, exiled to live out their lives in The Wasteland and away from civilisation. Resenting this, the Phreaks went to war with the Norms and Horizon became a battleground, setting the stage for a new power struggle that could wipe out the human race once and for all...
