So yeah this is pretty simple Artemis here is Wally's girlfriend and kind of a combination of her Young Justice version and her comics version. So in Wally's app he met Artemis at GU and they hated eachother, eventually bonded and became friends, bonded over their messy home lives and now their dating. Artemis history and personality wise is pretty open though I do have it that she is trying to stay out of the life of crime her parents both led, and that has put them at odds with her. Crystal Reed is a suggested PB and not at all required. She would be 19.
